Alert Description
When an FPC is automatically shutdown due to overtemp condition, some FPC models can be stuck in Present state.
Once an fpc runs into this condition, 'request chassis fpc <> online' will not be able to make it online.
When the issue happening, you may observe the following messages in /var/log/chassisd
fpc_ok_to_start_generic: [FPC 0] gracefull offline in progress, returning false

Solution
This is day-1 issue and tracked under
PR1676008
Please refer to the PR for fixed Junos versions
As a short-term workaround once an FPC runs into this situation, restarting chassisd process with a CLI command on GRES enabled system will resolve the problem.
restart chassis-control immediately
(NOTE: Above command reboots all FPCs if GRES is disabled on the system)
