To activate and install a license on a Juniper product running Junos OS, follow these steps.

To generate a license key, you will need the following:
An account to access the Juniper Support Portal or Partner Center. If you do not have an account, go to: Create User Account.
The Hardware Serial Number, if you need to activate the license on Juniper hardware
The Juniper Activation Code Certificate. This PDF file is sent via email after the license is purchased. The Activation Code is a 17-character code (16 for orders placed before March 2017); it also contains a Software Support Reference Number.

Go to the Juniper Agile Licensing (JAL) Portal. If you are not logged in, you will be prompted to log in with a Juniper user account. If you do not have a user account, use the Create User Account tool.
There are 2 ways to activate your license;(a.) From the home page, enter your Activation Code in the Activate field and click the Activate button.(b.) From "My Entitlements" section, look for the license you want to activate and click on Activate button.
The Product Activation page is displayed.
For hardware products, enter the device serial number in the Device Serial Number field.
For software products, the device serial number is not required.
You then need to specify whether you are activating the license for yourself or on behalf of a customer.
Note: Only channel partners will see the option "Activate on behalf of an end customer".
Enter the relevant email address in the Send License Key via E-mail field to email the license key.
Select the I Agree with Terms & Conditions check box.
Click the Activate button to confirm the activation.
Note: If the device serial number is not registered yet, a Product Registration page will be displayed after you enter the device serial number. Only hardware products need to be registered.
8. Check your email to locate the delivered license key(s).

Important: If your router has dual routing engines or Graceful Routing Engine Switchover (GRES) enabled, refer to the additional instructions documented in Adding New Licenses (CLI Procedure).

Possible errors while generating a license:
Error: Used the wrong serial number with the Activation Code.
Solution: You can simply revoke then re-activate on the correct serial number.
You can now reactivate the license to the correct serial number. See Activate the License.
Note: For Perpetual node-locked licenses, revoke and reactivate is only allowed for licenses activated within 30 days, otherwise License Transfer Policy applies. See KB83330 Can I transfer a JUNOS license without an RMA? [juniper.net]
Error: Activation code has already been used.
Solution: This error indicates that the quantities available on your license has been used up. Verify the available quantity of your license in My Entitlements tab.
