On the EX4650 device, the customer recently changed the some of the interface port speed from 40G to 10G in a Virtual Chassis setup .
Following this change, the interfaces began blinking green instead of showing a steady green light. This behavior raised concerns for the customer about whether the ports are functioning correctly.
The customer observed the following output while checking the LED status, where the ports are continuously blinking green as shown in the below command.

Explained customer that this is known behavior as per EX4650s
According to the documentation for EX4650s, Status Green Indicates the speed.
The speed indicators are below
Blinking green—1 Gbps and 10 Gbps
Stable green—25 Gbp
Hence as per the LED status mentioned in EX4650, The ports which configured with 10G Speed are expected to blink in green.
