FPC crashed during Routing Engine Switchover from RE0 to RE1

In a dual routing engine router, FPC crashed during Routing Engine Switch-over from RE0 to RE1 from release 21.2 and above.

Note that no FPC crash noticed during switching from RE1 to RE0

PR 1863091 is filed against this issue. The issue is caused due to the clock handling code is missing when RE1 is master.
