Customer has recently upgraded an MX204 operating as a BNG from 21.4R3-S6.5 to 23.4R2-S4.11, the subscriber licence keys were set in the configuration under the 'system licence keys' stanza. After the upgrade, customer noticed on a reboot of the chassis all subscriber licenses had not loaded and show as 'invalid'.

Customer tried reloading the keys via config which initially worked upon committing, but upon a reboot of the chassis the licenses were again set back to invalid.

Subscriber license installed through "set system license" became invalid after mx204 reboot in 23.4R2-S4.11

This is most often seen on MX204 with JUNOS having PR1737035 fix.

The issue has been fixed in PR1855728.
