Peer paths from a node's WAN shows a very high hop count to its hub
Using Utilities option from Mist UI - Trace route to SSR peer node public WAN x.x.x.x from node1 WAN finishes successfully with 'y' hops. Connecting a windows laptop to the same WAN link and doing a similar trace-route show less than 'y' hops.
Traceroute test using windows machine that uses ICMP by default where as linux based systems like SSR use UDP. Its possible the gateway router to peer node is dropping these UDP packets. One way to confirm this is by running a tcpdump using UDP from any personal computer to the peer hub WAN IP x.x.x.x.
