Routing Engine (RE1 in this scenario) has been unresponsive and wont come up as backup RE.
The following log messages can be seen:

Routing Engine (RE) is unresponsive and displaying the above messages
As workaround step, we recommend proceeding with reseat of the affected Routing Engine (RE).
However, if the reseat does not help to clear the messages and resolve the issue, then we will need to replace the affected RE.Note: if still required, please contact Juniper Networks for further assistance and investigation.
