Loss of connectivity

If SSR does not receive a response from its ARP queries, this is expected behavior. By default, we send an ARP query every 5 seconds.

• Verify missing responses in dynamic pcaps
• Check connected devices to the port or the network path/upstream to see why the ARP responses are not being received
• The behavior should go away once we start receiving responses again
