These messages are logged at a high rate in /var/log/journal.

Packets sent by Packet Forwarding Engine (PFE) without the mandatory TTP_TLV_VRF causes this logging. This issue has been addressed via PR 1610313. Refer to the PR or contact JTAC for a list of releases that include the fix.
