BFD flapping observed on multiple devices where there is no packet drop on queue 3.

No packet drop is seen on Queue 3.

Based on packet capture done from remote device, BFD packets were delivered after BFD flap, e.g. BFD packet delay.

Modified QoS setting to allocate high priority and guaranteed bandwidth on BFD packet of queue 3.
