Issue observed on SyncE and PTP communication with hybrid mode

For the MX platforms, in hybrid mode of operation, both PTP and SyncE sources must fall on the same line card.
This is not applicable to MX10008/16 and MX10003/MX204, here PTP and SyncE can be from two different line cards.
SyncE source across multiple linecards cannot be used in PTP-Hybrid source as fallback clock as we have a product limitation of PTP lanes used for SyncE clock as well in SCBE2 and MPC1-9 types.
Workaround:
Use SyncE source with in same line card for PTP-Hybrid mode of operation.
