Is static vxlan configuration available for EX4100?
Static VXLAN on EX4100 is not supported. We can see that information on the following details and links:
Static VXLAN (Unicast VXLAN)
You can implement Virtual Extensible LAN (VXLAN) in a small multichassis link aggregation group (MC-LAG) network using the static VXLAN feature. In the MC-LAG network, Juniper Networks devices function as source and destination virtual tunnel endpoints (VTEPs). In this environment, static VXLAN serves two purposes:

Static VXLAN (Unicast VXLAN) at a bridge domain or VXLAN level
In earlier Junos OS Releases, we supported the configuration of static VXLAN at the global level only. When you configure static VXLAN at the global level, you map all local VLANs or bridge domains to the remote virtual tunnel endpoints (VTEPs) in the list. Now, you can also configure static VXLAN at the VLAN or bridge domain level. When you configure static VXLAN at this level, you map only the specified bridge domain or VXLAN to the remote VTEPs in the list.
