This article explains how to create a new user in the Cloud Pak for Security SOAR user interface and assign administrator-level permissions. 

• Need to grant a user administrative access to IBM SOAR or provide elevated permissions to manage the platform and its services.

Follow these steps to create a user and assign administrative privileges:

1. On the home page, from the Quick navigation section, select Account management.
2. The Account management page lists all of the Standard accounts in QRadar Suite Software with their account details.
3. Select the relevant account or accounts, and click Manage users.
4. The Manage users page lists the existing users in the selected accounts. 
5. If the accounts that you selected do not have at least one identity provider in common, the Add users button is disabled.
6. Click Add users.
7. In the Users field, enter users by username or email. 
8. Under Permissions, expand each platform service or application, and choose an access level. 
9. Click Add users.
10. Click Done.
