This KB explains about the alarm seen for SIB 0 not online on QFX10k2-72Q and QFX10k2-36Q and provides steps to troubleshoot the same.
On QFX10k2-72Q and QFX10k2-36Q, the following alarms will be seen, and FPC will be down:

When SIB 0 goes offline, it creates a direct impact on the FPC. This will cause the FPC to be undetectable, leading to all interfaces on the device being non-operational.
To resolve this issue, try power cycling/hard rebooting the device. If the problem continues after this step, a possible RMA will be required, so it is advisable to reach out to JTAC for assistance on the RMA and possible additional troubleshooting.
