Customer observed rpd core with rsvp function calls in stacktrace.

There were no CLI or physical actions from customer during this.

The core was resulted immediately after multiple interfaces came up.

We can see the corresponding rsvp neighbor on bundle also came up post this.

The core dump was analysed via PR1840543 & issue was fixed.

When expand-loose-hop knob is configured & rpd is undergoing graceful-restart, rpd might crash due to a bug in code.
