When a RE-S-2X00x6 slotted in SCB3E, sometimes it gets stuck in boot loop.

Sometimes while installing the new RE (RE-S-2X00x6) in SCB3E, RE gets stuck in boot loop. The below boot log messages will be noticed:

Drain the power of the complete chassis, connect the new RE-S-2X00x6 in SCB3E and boot the whole chassis.
