This article explains whether an RST packet will be sent to both the source and destination if TCP-RST is set up on both the incoming and outgoing zones.

If the SRX device receives a non-SYN packet for a new session and TCP-RST is configured for both the incoming and outgoing zones, the SRX will only send a RST packet to the source. For more details, please refer to the following document: tcp-rst
