After an software upgrade, port bandwidth usage license in use show as 0.

They generated a new license for the upgrade in the self service portal upfront and installed it after upgrade.

This has been fixed via PR1837068.

The PTX10003 model name was missing in lice bandwidth feature list, which was added back in fixed versions.
