With the "gre next-hop-based-tunnel" in factory-default config, we are forcing the next-hop based tunnels to be default behaviour for GRE as well on various PTX and ACX EVO platforms.

Through software fix, we removed the license tagging from these knobs as we have license tagging done for individual "tunnel-type" configs already.

So when the customer does the actual tunnel configurations, then the warning/alarms for gre/ipip/udp licenses will be set based on the tunnel-type used in those configs.

With the software fix in PR: 1814009, license tagging for factory default config is removed.
