Please find the below steps for creating a local user account in Junos space.

Step 1: Navigate to Network Management platform > Role based access control > User accounts

Step 2: Click '+' icon and enter the user details:

Step 3: Assign the roles to the user

Step 4: Assign the domain to the user if required and click finish

Step 5: You will able to see the user in the users list

Step 6: Login with the user created
