Solution

PCI is a high-speed bus which manages the communication with ukern of the box. If the PCI has error or fails the MIC or FPC will fail to be brought online. A reboot of MIC or FPC (depending on which component has failed) can be restarted to see if that helps fix the problem.

Contact JTAC is restarting does not help fix the problem.
