Customer reported that EVPN BUM flooding from the ACX5448 PE is not working over the EVPN core. Customer's network diagram as below, irb is used for L3 route for EVPN traffic. When in scenario the CE-PE(right) links are down, traffic from the core router to the CE will be dropped for tens of seconds due to the ARP request wont be flood to the PE(left).
