GRE tunnel between SSRs

Ping/Traffic does not work across the SSRs over the GRE tunnel.

SSR GRE plugin can be used for creating IPv4 GRE tunnels between a SSR router and a remote GRE tunnel destination which is a non-SSR device and which should support GRE tunnel.

GRE tunnels are not created to send packets between peered SSR routers as this is not a SVR feature, However a packet coming from SVR can egress into a GRE tunnel, and vice versa.
