The customer reported that license-related minor alarm for some feature that was enabled and used but they don't have a license for was set and cleared intermittently which caused the customer NMS to keep reporting alarms

The issue can be seen on Junos OS Evolved platforms when features that require a license key are in use 
without having a valid license key for it and in such case its expected to see a minor alarm raise

However ,  the alarm will be set and cleared intermittently until you install the valid license
