When "no-arp-suppression" is configured, L2ALM will not respond to ARP request for IRB IP and peer router cannot send traffic to IRB.

On all Junos platforms, when "no-arp-suppression" is configured, the Layer 2 Address Learning Manager (L2ALM) will not respond to Address Resolution Protocol (ARP) request for Integrated Routing and Bridging (IRB) IP, and traffic to IRB will be lost.

Delete "no-arp-suppression".

Upgrade to a resolved version as described in PR1646010.

NOTE: 

In Junos OS Releases prior to 19.1R1, you could turn off the suppression of ARP packets and NDP packets by specifying the no-arp-suppression configuration statement. However, installations nearly always need ARP suppression and NDP suppression to remain enabled. As a result, the no-arp-suppression statement was hidden starting in Junos OS Release 19.1R1.
