This knowledge article focus on explaining the difference between package names specifically between regular package name and the Limited.
While proceeding to obtain a software image from Juniper, over download page of Juniper website you have to click over "Support" action to see the list of Platforms with downloads available. Once platform is choosen you will face with a regular package name followed by another package with Limited on its name.
Example:
64 Bit-MX High-End Series Release 21.2R3
Limited - 64 Bit-MX High-End Series Release 23.4R1
Difference between both packages is that Limited, as his name try to point, comes with limitations in Tunneling and Security protocols (IPsec, SSL, Crypto) they are not included at all over this package type.
Reason for this additional package is meant for few certain countries do not admit these security protocols.
Here is an example of a MX104 with regular package and last same router with Limited package installed:
