MX series routers with dual Routing Engines

On described scenario you can proceed with below steps:

1- commit sync force can be used

If it still shows same error continue with step 2:

2- Proceed by rebooting affected Routing Engine (RE1 on this example). If it gives you the message that it cannot be rebooted because it can't connect then proceed with Control Board reboot, be sure to reboot Control Board hosting affected RE.
