This is non-service impacting license as its not used anywhere in Juniper MX routers.
License related to scale-mobile-ip will have the free count of 1000 (default) and it was removed because its not being used anywhere. Mobile IP is used in environments where the user need to be remained connected during mobility. The scale provides the number of Mobile IP connections available to be used.
