New or existing FPC may fail to boot online.
FPCs which are already online will resume its normal operations however, they fail to boot online, after a soft reboot or re-seat
In the below example, FPC#3 is not coming line after a reboot. Similar symptoms were observed when we moved same FPC to other free slots

These issues can be due to a faulty Primary RCB. To confirm, perform graceful mastership switchover to Secondary RCB and check if FPCs are able to boot. Replace the faulty RCB, If FPCs are booting successfully after mastership switchover.
