Due to the software bug introduced by the PR1744630, the login to the backup RE does not work for RADIUS/TACACS+ accounts.

The issue can be hit using the following scenrio:

1. The user is logged in on the master RE using RADIUS/TACACS+ authentication (so not local authentication).
2. After attempt to login to the backup RE there is 'Password' prompt and authentication cannot be done.

The issue is not seen if local user account with local password is used for logging in to the router.
