Description

Sometimes, a transceiver on the uplink module of PIC2 cannot be loaded by the HW inventory when the device rebooted or uplink module insert and online.
This issue matches PR1754931.

Symptoms

On EX4400 and EX4100 platforms, after the system is rebooted or uplink module will be inserted and onlined, a transceiver on the uplink module of PIC2 may not be detected in "show chassis hardware".
