On QFX10002 devices newly deployed at the customer site, the same error messages keep being generated with only the base configuration and without any traffic being carried to the devices.
The following syslog messages keep being generated on the device.
Mar 7 14:00:45 %PFE-3: fpc0 expr_hostbound_packet_handler: Receive pe 254?

The customer is concerned if the error messages have any functional impacts.
Root Cause of the Error Message
The FPC local CPU expects incoming messages to include a dummy Layer 2 (L2) header. However, it receives ICMP router solicitation messages destined for the internal interface (eth_host) without the expected dummy L2 header. As a result, the local FPC CPU generates an error message.
Functional Impact
There is no functional impact associated with this error message.
The ICMP router solicitation messages are generated by the Linux kernel and are not functionally significant to Junos operations. These messages are not intended to reach the FPC CPU.
Workaround/Fix
No fix or workaround is required for devices encountering this issue.
You can safely filter out these messages if desired.
PR1725716 addresses the fix to this issue.
