The "CB 0 ESW NON-PFE Port Fail" alarm is seen when RCB slot 1 is absent or powered off as shown above. Since the non-PFE port for connecting RCB0 and RCB1 is down, the alarm on RCB slot 0 is expected. In this scenario, "RCB-CC 1 Absent/Powered Off" can also be seen.

This behavior is as per design and expected as part of the specification. Users can safely ignore the alarm without taking any action.
