The EX Virtual Chassis is configured and managed by Sky Enterprise. However, after some time, users may observe high CPU in relation to the mgd process.
This article provides a possible reason for high CPU to be seen and lists the Junos OS releases in which the issue is resolved.
The Virtual Chassis shows 100% CPU on multiple mgd processes when Sky Enterprise polls interfaces for statistics:

This problem seems to occur when any netconf connection is made from the EX Virtual Chassis to a destination target, and on any management platform that uses netconf to poll the interfaces on an EX Virtual Chassis.
This issue has been resolved in Junos OS release 18.4R3, 19.1R3, 19.2R2, 19.3R3, and 19.4R2 as per PR1464439 .
