The POE interface is not working. The used power does not exceed the Max power that device can provide.
After setting POE priority to high for the POE interface, the POE interface starts working.
When connecting an AP (access point) or Camera on a POE interface, the AP or Camera may not come up.
For example, when connecting an AP with interface ge-0/0/15 which enabled POE, the AP may not boot up as shown in the situation below:

After setting interface ge-0/0/15 POE priority to high, then that AP appears to be up and working:

This symptom is caused by setting POE management mode to static.
Find the management mode by checking the POE controller:

When POE management mode is set to static, the controller will allocate the MAX power 30W for each enabled POE interface. This is an expected behavior.
If all the interfaces are enabled as POE interface with static mode, then it will exceed the MAX power easily.
In the above example, there are 48 POE interfaces enabled, but the MAX power is 740W in controller.
So in the above situation, only 24 interfaces could be allocated power. Hence, only priority high POE interfaces can be allocated power. By default, the priority of POE interfaces are low. If you set priority to high for one POE interface, it will be allocated power with higher priority.
The interfaces without higher priority setting and the power priority are determined by the port number, with lower-numbered ports having higher priority. The remaining interfaces cannot be allocated with the power. In the above situation, the interface ge-0/0/15 was not allocated power without setting priority to high.

There are two options:
Change the POE management mode to class.
Class mode—Power is allocated dynamically using the classification process. (This is the default mode) Static mode—Power is allocated based on the maximum power configuration. OR
If you have to configure static mode for POE, then disable POE for the interfaces for those that are not connecting to POE device.
