In Junos versions 17.3R3 - 17.3R3-S3, it is possible for LACP interfaces to stop passing traffic if all EVPN routes are lost.

There are two possible workarounds:

1. Configure protocols evpn no-core-isolation

   OR

2. Have no minimum links configured on your LACP bundle.

If EVPN routes are lost and LACP interfaces stop passing traffic, both sides of the bundle need to be disabled at the same time.  Then re-enabled.
