This article explains how Network Monitoring behavior works on CTPView when adding CTPs.

When adding CTPs to CTPView, the CTPs will not populate in the CTPView Netmon window unless there are configured bundles on that CTP.   For example, if the CTP is new and recently added to CTPView, it may not have any bundles configured.  In that case, it will not appear in the GUI Netmon window on the CTPView even though you may have enabled Netmon when you added that CTP to CTPView.  Once you configure a bundle on the CTP, whether it is active or down, the CTP will appear in the Netmon Window after the next refresh cycle (usually less than a minute - it depends on how many CTPs are enabled for Netmon).
