This article describes what should be done when Admin Connection State on Juniper Identity Management Service (JIMS) continues to display "Connection Failed" even after the Microsoft update KB3140245 [juniper.net] for Windows Server 2008 R2 has been applied.
As per System Requirements for Installing Juniper Identity Management Service , Windows 2008 R2 needs the Microsoft update KB3140245 [juniper.net] to use JIMS. However, JIMS cannot establish admin connection even though KB3140245 [juniper.net] is installed. The Admin Connection State continues to display " Connection Failed " and the message " No Response from JIMS, ensure that Microsoft kb3140245 [juniper.net] is installed " is displayed at the bottom of the window.

To apply the KB3140245 [juniper.net] fix, run MicrosoftEasyFix51044.msi , which is available from Microsoft at Easy fix (click Download to get MicrosoftEasyFix51044.msi)

After the update is applied, re-run the JIMS server. You can now see " Connected " in Admin Connection State.
