QSFP-100G-ER4L may be not supported by this particular JUNOS release.
ER4L is supported in Junos 17.3R1, but support for this QSFP is in for prior releases such as 17.2R2, 17.1R3, 16.2R2, 15.1F6-S7, and 16.1R4-S4.
