The CFP-100GBASE-SR10 (740-035329) / Finisar /FTLC8281RCNM-J3 is working as designed. This is a hardware limitation for the CFP-100G-SR10. The CFP does not support DDM (Digital Diagnostic Monitoring), so the laser output/receiver values shown will always be zero.
