In this example, the upgrade was done from Junos OS Release 9.3R2 to 10.4S15.

Symptoms

This article provides information when troubleshooting this problem as the warning messages might be confusing in regards to the cause of the issue.

Solution

These warning messages are the result of not following PSN-2010-02-668 (TSB15173 [juniper.net]) during an upgrade.

See TSB15173 - Upgrading to Junos 10.x may fail [juniper.net] .

To upgrade to Junos OS Release 10.0 or later, you must already be running Junos OS Release 8.5S4, 9.0S2, 9.1S1, 9.2R4, 9.3R3, 9.4R3, 9.5R1, or a more recent maintenance or service release.

To stop these messages, the upgrade must be done in one of the releases mentioned above (and in PSN-2010-02-668/TSB15173 [juniper.net]).  For example, if the upgrade is tried from Release 9.3R2 to 10.4S15, the issue will occur until the router is upgraded first to 9.3R3 or a later release. Doing this will stop the warning messages and bypass the validation error.
