To verify the cause of this error message, run the following command:
router@RE0> show chassis synchronization
That command will display an output similar to this:

What is typically the case is the that server has changed. As seen above, the primary server is off-frequency for both CBs, which indicates that it is likely an issue on the server side. If the server is in a different state for each CB, then this indicates a likely issue with the router.
