This article explains the "UI_OPEN_TIMEOUT connecting to peer" messages which appear unexpectedly in the switch logs. This issue has been corrected in Junos OS 12.3R2 and later releases.
Junos OS 12.3R1 displays unexpected timeout alarms in the EX switch logs.
A switch on Junos OS 12.3R1 erroneously shows timeout alarms for various services/functions. This is triggered due to various show commands issued on the EX switch.
show

show uplink-failure-detection
When checking the switch logs, this type of alarm appears:
UI_OPEN_TIMEOUT: Timeout connecting to peer 'uplink-failure-detection'
show version detail
When checking the switch logs, the peering timeout alarm can be seen against services/process/etc...
