Tor Browser traffic is similar to standard SSL/TLS traffic, which currently cannot be detected by the version of AppID that is implemented in Junos. The Signatures team added detection for the TOR protocol in AppID 2.0, which is available on JUNOS 12.1X47 and higher (which includes 12.3X48, 15.1X49, etc ...)
