A device running the JUNOS international export version cannot be added into NSM.

The JUNOS devices are managed using the DMI protocol specification which uses SSH as a transport and per the DMI specification requires the use of RSA encryption.

Because of the restrictions in the export version of JUNOS software, the RSA encryption is not included therefore the device cannot be managed using DMI in NSM.

The list of countries where the export restriction applies to can be found at www.bis.doc.gov .   For countries restricted to the export version, it may be possible to sign an encryption agreement in order to obtain the non-export version of the software. (The encryption agreement is listed in the JUNOS software download area.)
