Memory Utilization computation when polled via SNMP

Memory utilization is obtained from the kernel once every 5 seconds.  The last/latest cached value is supplied to CLI or MIB queries.  As a rule, chassisd does not obtain information at CLI or MIB request time as it will create an enormous CPU load when multiple users are generating these requests. Therefore, chassisd always provides the latest cached information.
