When attempting to onboard PTX routers placed in FIPS mode into Routing Director, gRPC Network Management Interface (GNMI) was not syncing/collecting. Non-FIPS mode MX routers have GNMI syncing/collecting normally.

After adopting PTX routers, and onboarding to Juniper Routing Director (JRD), GNMI is not syncing, as shown in the screenshot below:

This is a known issue with devices that are in FIPS mode. JSD server is failing to start, which is required for GNMI communications to work.  Upgrade the target device to JUNOS or JUNOS-EVO release indicated in https://prsearch.juniper.net/problemreport/PR1902691
