EX9208 devices may report repeated nh_resolve_throttle log messages indicating that next-hop (ARP) resolution requests from specific interfaces are being throttled.
The issue will be seen when the resolution for IPv4/IPv6 address fails.
The following log messages are observed:

Upgrade the device to a Junos OS release that includes the fix. The issue is resolved in the following releases:
