Error message [XX: Could not find enough VIPs for the country NL] indicate that there are no VPN end points available from the provider for that region.

Solution: Work with VPN provider for available VPN end points in that region OR if possible, Select a different region (Site location) OR if VPN end points (IP) and credentials are known go for manual vpn provisioning instead of auto provisioning.
