This article helps to explain the cause for Links with custom attributes showing UP in UI but actually down in router.

Also it provides solution for the reported issue.

-             The LINK appears as UP in PA UI *(although Down in Router) is specifically seen for Links with custom attributes set defined..

-             In scenarios where customer is facing this issue -> we could see Link - Live state as NULL .

-             Current issue -> In the absence of live state (null) and if config state is “UP” and configured->attributes are set, merge state for status will also be “UP” ..

This is a known issue in Paragon release 23.X and 24.1.
